Pre-feasibility Environmental Study for Italtile Limited in Soshanguve. An Environmental Impact Assessment (EIA) study is required because certain developmental activities have the potential to change natural and social functions of the environment. These activities have been legislated through the National Environmental Management Act (Act No. 107 of 1998) (NEMA), and in terms of the EIA Regulations promulgated under Chapter 5 of the NEMA published in Government Notice Regulation (GN R. 324, 327 and 325) in Government Gazette 40772, dated 7 April 2017. A Pre-Feasibility Study is required to identify development activities that trigger these regulations and require an EIA; any fatal flaws that may prevent the project from commencing from an environmental perspective; and key stakeholders and Interested and Affected Parties (I&APs;) that play a role in the EIA. The EIA Regulations (GN R. 324, 327 and 325) present three lists of activities that define whether the impacts of the development should be subjected to a Basic Assessment or whether a more rigorous, two-tiered approach comprising of a Scoping and EIA will be required.
